When the focus leaves the textbox, the script will try to validate and format it to a time. For example, if a user enter "1", it will be formatted to "1:00 am" automatically. If a user enter "13:29", it will be formatted to "1:29 pm". Alternatively, the user can also choose a time from a popup of intervals of 15 minutes.
